Why do screamer's exist when they can kill people (Heart conditions, anxiety, etc.)?

Really, I just got sent one and I have a condition it just aggravated. Now I'm in agony and if my dad or this girl I know were to be sent this: They could possibly die. My dad has multiple heart conditions and that girl has a weak heart. Why do screamers even exist? They could LITERALLY kill them and other people.
